Scanners have issues booting on a Windows 10 PC. The serial divers don't seem to get loaded. After rebooting the PC, the scanner needs to be unplugged and plugged back into work as a com port device. The above has been encountered with a MS9520 in USB serial emulation and a 1250g in USB HID Kyb.
This is not a scanner issue. It can be solved by disabling the Fast Startup option in Windows 10. Fast Startup did not exist in Windows 7. The failure to boot correctly can happen with USB HID or USB serial drivers.
Go to Control Panel > Power Options
Click “Choose what the power buttons do”
Click “Change settings that are currently unavailable”
